Minimum Hardware Config

I'm a french user of Xampp for Windows, and i'm experiencing delays while trying to access pages hosted on my computer, about 7 seconds to generate a simple php page...
When looking at my Task manager, my CPU usage is often at 100% while trying to access a webpage.
What could I do ?
What's the minimal confing for using Xampp in good conditions ?
