Apache dont work! kernel32.dl error!

I have install windows me in my machine and i already install xampp.. but i reinstall my windows... and now after windows me instaled and xampp instaled when click in apache_start the windows give an erro kerner32.dll (ilegal operation and it will be close ) i have try install windows 95 and 98 and the error it's the same... 2 wecks ago this machine with windows me work fine now i can not work with xampp please helpe me thanks
