Is there a way to update from 1.3 to the current version?

I can't seem to find an update install to go to 1.4 on sourceforge.

Is it possible to do without needing to completely reinstall, or can I just download the 1.4 zip and just unzip it over my current install?

Oh, I'm running 1.3 with Apache patched to 2.0.49.

The version reads as this:
Apache/2.0.49 (Win32) mod_perl/1.99_12 Perl/v5.8.2 mod_ssl/2.0.49 OpenSSL/0.9.7d PHP/4.3.4
