Xampp & PostgreSQL

I've read one of topics in this forum.
Someone said that he's using phpPgAdmin, and can access the PostgreSQL.
But i got an error message like this when i try to login to phpPgAdmin :
"Your PHP installation does not support PostgreSQL. You need to recompile PHP using the --with-pgsql configure option"
How to recompile PHP in xampp?
Can someone help me? I'm using xampp version 1.4.13
