PHP not updated to 4.3.11 in new install/upgrade from 1.4.13

I just updated my XAMPP to 1.4.14 from 1.4.13 and my PHP was not upgraded to 4.3.11. I tried a new install of 1.4.14 and it still had PHP 4.3.10.

Also, ever since I upgraded, my phpMyAdmin has been throwing this error:

The mbstring PHP extension was not found and you seem to be using a multibyte charset. Without the mbstring extension phpMyAdmin is unable to split strings correctly and it may result in unexpected results.
