Change default xampp used language?

Hi all.

I just unzip the xampp packages and install mambo 4.5.2 on it, using tranditional Chinese.

However, once I finished installation and start using firefox, what I can see is ???? on text area.

when I change the language option from ISO-8859-1 to Big5, it works fine.

Now the question is, how to change this default language from ISO to big5 so that people can access it without manually set the language?
