When someone is trying to upload stuff to my server it wont let them upload faster than 40kb a sec why is that...i changed everything to make it go faster

*no limit - stays at 40kb
*file limit i put 700kb and it still only allows 40kb

any help? i tried new users and everything...i know its not them either becuase i tried it with 3 different people and they said they can upload way faster than that....any suggestions? thanks!

if you have Cable or DSL, 40 kb (server download) (user Upload) is about the max that you are going to see but everyone is diffrent
