Apache crashs after reconnection

I recently installed a personnal webserver running under Windows 2003 with Xampp. Everything works well but a strange problem with my connection: sometimes it seems that there are micro-disconnections from my ISP. All Internet applications freeze for 2 or 3 seconds without disconnecting and then everything comes back. Not so annoying ... However when this happens, Apache stops to respond to requests. I'm unable to connect to the server even if it still running, I've to reboot it ....
Is this a know bug ? What can I do ? Is there a way to correct this behaviour or to automatically restart the server ?:?
