Apache startup Error crit 730091 Network System is unavailab

I installed Apache 2 on my Windows 98 OS and was working pretty well for testing programs in PHP /MYSQL . No recently my server gives start up error
[crit] [730091] Network System is unavailable: alloc_listener : failed to get a socket for 0.0.0.0
Listen setup Failed.
(I installed kerio fir wall and Norton 2005 , but after this problem, I unInstalled both, but still problem with apache server exists.)
Where I went wrong. hat i have to do to make it correct.
Any body please help me to make it trghtt my server start up back to track.
