Need help with cgi-bin & install directory...

I have a question... How do you install this onto a USB Portable Hard Drive not a Thumb Drive or is it the same difference? Anyway... I'm wanting to use perl. My directory at J: so its J:\xampp\ ...I'm sorta new at apache. Thank you
