I'm having the same issue, it doesn't work, even after applying the fix the installation is still not working. I'm on Windows 7.

Version 5.6.15 installs without a problem.

There are new versions out there for PHP 7.0.0 and 7.0.1 which fixes the setup_xampp.bat script.
