My xamp is currently in stalled on my E# drive. and I wish to reinstall it to my C drive instead... how can i do that without damaging my sql files

Copy the whole Xampp folder from E: to C: and finally run setup_xampp.bat from the Xampp folder. Even if it does not work properly, you have a backup in E:

shut down all single applications
!!! Do a full backup of your entire xampp folder NOW !!!
if you registered any windows services to autostart the applications, unregister them now.
move your entire xampp folder to the new location
execute the setup_xampp.bat script ONCE to refresh all the paths in the config files
The only thing left (if you used the installer version) is the uninstaller pointing to the wrong direction.
This can only be corrected in the windows registry AFAIK.
