Request Entity Too Large

When I upload a file which is very big size to my XAMP server,
It says the following.

Request Entity Too Large
The requested resource does not allow request data with POST requests, or the amount of data provided in the request exceeds the capacity limit.

upload_max_filesize and post_max_size in php.ini are already adjusted to 2000.

How can I make a big file to upload succesfully?

Use FTP Server for uploads, instead of HTTP.
