Feature request: add ~\xampp\php\logs to installation

The current installation lacks the logs folder under xampp\php. This folder is also not created by the the PHP interpretor and the XAMPP Control Panel entry PHP (php_error_log) stays empty until the folder is created manually

Suggestion: Include the (emtpy) folder ~\xampp\php\logs in the installation. That way PHP can create an "php_error_log" file
