Hello:
I successfully installed XAMPP 7.4.13 and can enable Apache & MySQL.
I am trying to setup piwigo but got an error that there was no PHP or PHP not running.
PHP is not an option visible in the XAMPP Control Panel v3.2.4.
How do start PHP or make it visible to XAMPP Control Panel?

Hi,
PHP is implemented as Apache module. So if you start Apache successful, PHP has started too.
Why your application does not recognize is a question you should ask their support.

Les activity on piwigo forum than here ;O).
I looked inside some of the scripts for Softaculous and piwigo and saw one (probably for Softaculous but requirements and compatibility are my responsibility regardless of which level my problem(s) lie) that checked conditionally for specific versions of PHP...starting in the 5.x thru I think nothing higher than 7.1. So 'minimum requirements' could have upper limits if there is no condition for finding a version not in the list of those checked for.
Simple...yet not as simple as desired. Maybe I'll learn something.
