apache not starting

The program can't start because api-ms-win-crt-runtime-1-1-0.dll is missing from your computer. Try reinstalling your program to fix this problem.
This is thrown any time that i want to start apache , i have reinstall the program but the problem continue. what should i do?

I'm new to this program as well, but it looks like that file is part of C++ Visual Studio 2015 and it looks like you may need to re-install *that* which is different from the XAMPP program, but needed.
