I can NOT start up Apache, is it needed to reinstall? the link below is a screenshot - the reason is I chose CANCEL in the screenshot for Apache... I thought it will prompt me again... well? To all others choose ALLOW ACCESS -- and are ALL OK...

That screenshot has nothing to do with Apache, thats your firewall complaining about FileZilla FTP Server.

yes, but the same appeared for Apache... wherever said in the screenshot FileZilla was saying Apache...

Doesn't matter. The Firewall only takes place if you try to access from Outside (LAN, Intranet, Internet).
For the general functionality of XAMPP a Firewall access is not needed.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

yes --- but the problem is when try start Apache says can Not startup... well, how to make it START???

So there is something blocking port 443 on that computer.
Some messages in the XAMPP control channel should show a PID for that blocking port.
If control panel is started with elevated Administrator rights you should see even more than that like the executable path of the blocking process.
Otherwise you can use the Netstat Button in the control panel to find that process.

In most cases this foreign application can be configured to not use this port without doing any harm.
There are some instructions for Skype, VMWare, etc in this thread: viewtopic.php?f=16&t=69784#p239058
