I saw the quote above at the page of phpMyAdmin - import.
Could you rephrase it for me?
Is that mean I can migrate by copying db1 from the old_xampp/mysql/data/ and pasting it to the new_xampp/mysql/data/?

In addition to the standard Import and Export tab, you can also import an SQL file directly by dragging and dropping it from your local file manager to the phpMyAdmin interface in your web browser.

no, you cannot simply drag a database file to phpmyadmin to import it. it must be a clean exported sql file, preferable a phpmyadmin export made with the same database version.

but you may be able to copy your database from yournold mysql/data folder to your new one.
