installed upgrade from 1.68 to 1.70 problem

I upgraded and now when I http://localhost/myurl/administrator or even try to go to the xampp page it returns back with this url; http://localhost.com/localhost/myurl/administrator.

why is it putting the.com on the url's. It comes back with a blank page and says done at the bottom.

Guess maybe it is not my day.
