Hm, ok. Meine Vermutung ist, dass die Ports 80 und 443 durch Skype und Kaspersky belegt sind. Ich habe aber nicht herausfinden können wie man das ändert. Daher habe ich die Ports von xampp geändert (von 80 auf 8080 und von 443 auf 4433). Hat aber auch nichts genützt.

installed folder C:\xampp (XAMPP Version 7.1.33) also tried new stable release too but same problem.

no skype installed no ISS installed.
